Flying over São Paulo by helicopter
A private helicopter typically costs R$8.070 to R$23.550 per flight hour for the whole aircraft, before positioning and landing charges. Flights use Campo de Marte (SBMT), about 6 km from downtown, or one of the city's helipads: a 2011 count found 215 in the city. City rules bar helicopter take-offs and landings between 23:00 and 06:00.
São Paulo is known for its helicopters: a 2011 report counted about 500 registered helicopters and 700 flights a day across the metropolitan area, landing on helipads across the city.
The flights are commercial air taxi work, so the operator must hold an ANAC authorisation. 367 helicopters fly on the fleets of Brazilian air taxi operators, from light single-engine types such as the Airbus H125 to the twins used offshore.
Campo de Marte, in Santana in the north of the city, is the general aviation and helicopter airport. It takes only general, executive and air taxi flights, and the civil and military police air units are based there.

Campo de Marte and the city helipads
São Paulo's first airport, opened in 1929 in Santana, about 6 km from downtown. Run by Pax Aeroportos, controlled by XP, which won a 30-year concession on 18 August 2022. It has a 1,600 m runway and a 25 m helipad, and handled 58,304 aircraft movements in 2024.
Open 06:00 to 23:00. Between 23:00 and 06:00 the airport takes only public security and civil defence helicopters, by coordination. Overnight parking on the general aviation apron is booked at least an hour ahead through the airport's online portal.
A 2011 report counted 215 helipads in the city, 129 of which had not been authorised before the city's helicopter law. Elevated pads, such as those on buildings, must meet ANAC's RBAC 155 standards, and registered pads appear in DECEA's AISWEB records.

São Paulo's own helicopter rules
On top of national aviation law, the city licenses helipads and limits when and where they are used. The limits below are as reported when the city law took effect.
- Under the city law that took effect in October 2010, as reported in 2011, helicopter take-offs and landings in the city are banned between 23:00 and 06:00. We confirm the current rule with the operator for each flight.
- A helipad must be at least 300 m from public buildings.
- The same law, as reported in 2011, capped hovering at 30 minutes and required helicopters and helipads to be licensed by the city, with fines from R$700 to R$29,000.
- Since the 2002 Plano Diretor, a new helipad has needed a neighbourhood impact study (Estudo de Impacto de Vizinhança) before it can be built and used.
- At Campo de Marte, helicopters crossing between the east and west sectors near the airport call the Marte tower first, and every aircraft using the airport needs a transponder.

ANAC, DECEA and where a helicopter may land
ANAC, the National Civil Aviation Agency, writes the operating rules; DECEA, the air force's airspace department, publishes each aerodrome's record and charts on AISWEB.
- A paid flight must be flown by an operator ANAC has authorised for air taxi work. RBAC 135 governs these operations and covers helicopters of any size.
- Check the operator's name on ANAC's published list of air operators. Altivo Jets is a broker and names the operator and its ANAC authorisation before you book.
- RBAC 91 allows a Brazilian aerodrome to be used only if it is registered (cadastrado) with ANAC and the operator judges it suitable for the aircraft and the flight.
- Helicopter landings away from registered sites have their own sections: 91.329 in RBAC 91 and 135.229 in RBAC 135. An off-site landing is the operator's call under those rules, made site by site.
- RBAC 155, in force since 1 March 2024 (Emenda 01), sets design and operating standards for helipads. It is mandatory for public helipads and for elevated private ones, and recommended for private pads at ground level.
- Helipad operators must keep their details current with ANAC and in the aeronautical information service, so each pad's hours and limits appear in its AISWEB record.

What goes into a helicopter price
You charter the whole helicopter and its pilot, so a private flight is priced per trip, not per seat.
- Flying time at the hourly rate for the type: as a guide, R$8.070 to R$23.550 per flight hour for the whole helicopter.
- Positioning when the helicopter is based away from your pickup point, both to reach you and to fly home.
- Landing, parking and handling charges at the heliport or airport, which vary by site and are set out on your quote.
- Waiting time if the helicopter holds for you during the day, or an overnight stay for the crew.
- Shared tours are sold per seat instead: in Rio, Helisight's shortest flight is R$640 per person.

Weather and daylight
- RBAC 135 sets visual flight requirements for helicopter air taxi flights, including visual reference with the surface (section 135.207), so low cloud or poor visibility on the route can hold or cancel a flight.
- Several landing sites close at night: Angra dos Reis aerodrome is open in daylight only, and the Lagoa city heliport in Rio runs from 08:00 to 20:00.
- Allow a weather margin either side of a fixed commitment such as a flight connection or a wedding.
