Is my flight legal in Saudi Arabia?
A paid charter in Saudi Arabia must be flown by an operator certified by the General Authority of Civil Aviation (GACA), or by a foreign operator with its own certificate and the GACA permits for the flight.

Who may fly you
A Saudi operator needs a GACA Air Operator Certificate under GACAR Part 119, with commercial operations of smaller aircraft certified under Part 135, and an economic licence as an on-demand air carrier. Foreign operators can fly into the Kingdom with a GACA landing permit, and since 1 May 2025 they can fly domestic on-demand flights with a GACA Foreign Operator Certificate.
The question to ask is simple: which company is the operator, and does it hold the right certificate for this aircraft? The operator may be a different company from the one selling you the flight.
Every flight we arrange is flown by a certified operator named on your quote. Our broker disclosure explains our role, and our safety page explains how we check operators.

The GACA Air Operator Certificate
GACA's e-service for Part 135 certification is for each person who holds or must hold an Air Operator Certificate under GACAR Part 119. Part 135 covers the scheduled and unscheduled commercial operation of aircraft other than transport category aircraft, which takes in most business jets and helicopters on charter.
The applicant needs a Saudi company trade registration, proof of ownership or a long-term lease of the aircraft, its registration and airworthiness certificates, named heads of operations and maintenance, and approved operating, maintenance and safety management manuals. Aircraft not on the Saudi HZ register count as leased, and wet-leased aircraft are not permitted.
GACA also issues an economic licence to an on-demand air carrier. Its fee schedule lists it at SAR 300,000 for five years, with the operator certificate included.

Foreign operators and domestic flights
From 1 May 2025, GACA allowed foreign operators of private aircraft to run on-demand flights within the Kingdom, provided they meet the requirements of the Civil Aviation Law's executive regulations. This removed the old cabotage restriction on domestic charter by foreign operators.
GACA gave VistaJet the first Foreign Operator Certificate for domestic flights on 20 August 2025, and FlexJet the second on 1 December 2025. A foreign operator without that certificate can still fly you into or out of the Kingdom with a landing permit, but not between two Saudi cities.

What a broker does, and does not do
A broker arranges a flight on your behalf with an operator that holds the certificate. The broker does not fly the aircraft and is not the operator. GACA's published fee framework lists licences for carriers, regulated agents and aviation services representatives; we did not find a separate GACA licence for charter brokers.
We act as broker. The operator's name and certificate appear on your quote, and the operator is responsible for the flight, the crew and the aircraft.

How to check an operator
- 01Ask who the operator is
Get the full company name of the operator, which can differ from the brand or the seller.
- 02Ask for the certificate
A Saudi operator holds a GACA Air Operator Certificate. Ask for it and for the operations specifications that list your aircraft.
- 03Cross-check with GACA
We did not find a public GACA list of certificate holders. GACA announces new operator and foreign operator certificates in its news, which is one way to cross-check.
- 04Check a domestic leg
If a foreign operator is flying you between two Saudi cities, ask for its GACA Foreign Operator Certificate.
- 05Read the price
A charter is priced for the whole aircraft. A price far below other quotes is a reason to ask why.

Questions, answered
Still deciding? A charter specialist will talk you through aircraft, airports and price, with no obligation.
Ask a specialistWho regulates private jet charter in Saudi Arabia?+
The General Authority of Civil Aviation (GACA). It certifies operators under the GACAR, issues economic licences and grants landing permits.
Can a foreign operator fly me from Riyadh to Jeddah?+
Only with a GACA Foreign Operator Certificate. GACA has allowed foreign private operators to run on-demand domestic flights since 1 May 2025; VistaJet and FlexJet were the first two certified.
Does a charter broker need a GACA licence?+
We did not find a separate GACA licence for charter brokers in GACA's published fee framework. The operator flying you must hold the certificate.
Is there a public list of GACA operators?+
We did not find one. GACA announces new certificates in its news, and the operator can show you its certificate.
