Overview

What a group charter is

How does a group charter flight work in Mexico?

You hire the whole aircraft and set the route and the times. Under the Ley de Aviación Civil, charter (fletamento) and air taxi are both non-scheduled services that need an AFAC permit, and air taxi aircraft may carry up to 19 passengers. Charter flights and packages of flights need prior authorisation from the AFAC.

Mexican permit holders on our list fly 29 heavy business jets, most of them based at Toluca. The largest are two Airbus ACJ319 corporate jets at Grupo Avemex, and FlyMex flies an Embraer ERJ 145 regional jet.

The aircraft follows the headcount and the bags. A heavy jet such as the Challenger 605, Global 6000, Gulfstream GV or Legacy 600 keeps a small group in a business-jet cabin. Larger groups need an airliner from a carrier whose AFAC permit covers charter flights.

Most of these aircraft are based at Toluca, the main business aviation airport for Mexico City. FlyMex also lists sub-bases in Mérida, Cozumel, Chetumal and Tijuana, which can cut positioning on trips to the Caribbean coast and the border.

Altivo Jets is a broker. We compare operators, name the operator and its AFAC permit on your quote and give one price for the aircraft. See is my flight legal? for how to check an operator yourself.

Rules in Mexico

AFAC rules for charter flights

The Agencia Federal de Aviación Civil (AFAC) is Mexico's civil aviation authority. The Ley de Aviación Civil sets out who may fly charters and on what terms.

  • Non-scheduled air transport is service not tied to fixed routes, timetables and frequencies, national or international (article 2).
  • Non-scheduled services include charter (fletamento) and air taxi. Air taxi aircraft may carry up to 19 passengers or 3,500 kg of cargo (article 23).
  • A permit for national non-scheduled service is granted only to Mexican companies, and domestic air transport between points in Mexico is carried out by Mexican companies (articles 11 and 18).
  • Charter flights and packages of flights need prior authorisation from the AFAC, and charter services are complementary to scheduled air transport (article 23, sections I and III).
  • Charters arranged with tourism providers must be sold as part of a package with other services (article 23, section IV).
  • Altivo Jets names the operator and its AFAC permit on your quote before you book.
